Applying innovative finance in education
As an industry leader in public-private partnership (P3) advisory, IMG Rebel helped a state higher education agency (client confidential) identify innovative P3 opportunities for the construction of revenue and non-revenue generating facilities for higher education institutions. In addition, we surveyed the legislative landscape and compiled best practices from around the U.S. that can be utilized when pursuing these complex projects.

Identifying new ways to implement P3s for universities
Universities across the country are facing the multiple challenges of high student growth, constrained borrowing capacity, and aging infrastructure. P3s offer universities the chance to build new capacity while taking advantage of the improved efficiencies that a design-build-finance-operate-maintain (DBFOM) structure provides.

P3s have traditionally been utilized at universities for revenue-generating projects such as dormitories, parking garages, and power projects. We identified new ways to undertake P3s for non-revenue generating facilities such as research laboratories, classrooms, and mixed-use space. Our understanding of best practices allows our client to understand the challenges and common pitfalls of different P3 structures, allowing them to avoid costly mistakes and increase the success of future projects.
